Yet another free isssue tracker.  This one is based on .NET.

Here is how the developer distinguishes the product:

The problem was that there were generally one of four things wrong with what I found:

1. They are priced way the hell out of reach for an individual developer to ever even dreaming of being able to afford.
2. They required some form of heavy duty server SQL database behind them.
3. They were at various stages of incompletion, or they just didn't have the professional look that we wanted.
4. .... and a key for me - site visitors had no way; or very limited ways, to see the status of a program they might be interested in.

If you are looking, I would recommend also checking out TargetProcess.  It's not perfect, but it's pretty good.  A new version is due in May.

We use CounterSoft's Gemini. It's not as pretty as TargetProcess but it seems to do the job and the sub-$300 price was an easy sell. A free 10 user version was where we got hooked.
